The Rule of the Four Houses

Origins of the Confederacy

The Sahr Confederacy was founded in 150 A.F.W. by exiles and outcasts from Quebis and Venris. They conquered the orc tribes of the Sahr Desert, taking control of land already inhabited by others. Their new state was built on conquest and exploitation.

Sahr became the first nation outside Angathor to make slavery a formal part of its economy and social order. That institution remains a source of wealth and a cause of hostility with other nations.

Ruling Houses and the Confederacy Council

Four Great Houses dominate the Confederacy Council. Their representatives hold office for life, and successors are chosen to preserve each dynasty’s control:

  • House Cavenfort — represented by Maleficar Krohilius, an arcane practitioner and strategist.
  • House Agazaam — a halfling-led house whose representative, Kadbul, built its wealth and influence through commerce.
  • House Redclerk — led by Zordhan, High Priest of Skotadian, whose religious position also gives him political power.
  • House Blackshield — led by General Toxodian, the military commander responsible for shaping the Sahrian army.

People and Culture

Humans hold the dominant position in Sahrian political and social life, while halfling traditions strongly influence commerce, architecture and art. Both are visible in the capital, Sitsahr. Orc traditions persist among tribal communities that resist assimilation.

Wealth and Slavery

Wealth determines status in Sahr. The rich exercise power over those below them, while enslaved people from across Lurra perform forced labour and are conscripted into the army. Near Black Mountain, native orc and goblin tribes continue to defend their autonomy and identity against Sahrian expansion.

Expansion

The Confederacy seeks new territory, colonies and resources to exploit. The slave trade finances its economy and supports further conquest. Its rulers continually strengthen and modernise the military to protect their holdings and expand them.

Territories

Sahrian territory covers the Sahr Desert and extends to strategic areas including Redstone Pass. Camps and settlements around Sitsahr sustain the capital’s economy through enslaved labour. Orc settlements near Black Mountain continue to resist Sahrian rule despite centuries of pressure.

Armed Forces

General Toxodian and the Confederacy’s other commanders maintain a disciplined army that incorporates new methods and relies in part on enslaved conscripts. The armed forces enforce Sahrian control and carry out its campaigns of conquest.

Legacy and Ambition

The Confederacy’s wealth rests on the conquest of the desert and the forced labour of its enslaved population. Its Great Houses seek to extend that power, while the communities resisting them remain part of Sahr’s present, not merely its founding history.
